The Foundation of the Municipality

Kessariani becomes a separate Municipality

In 1934, Kessariani breaks off the Athenian Municipality and becomes a separate one. This decentralization of Athens was due to economical and party reasons. In 1934 the estimated population was 2.700 people, 1.000 of whom were from Vourla. The candidates were Georgios Kipreos or Soulios from Vourla, who was supported by the popular party of Tsaldaris, Balis or Valis Nikos, a printer from Vourla, Tabakis, a benevolent grocer, and also, Geor. Aristou, Chr. Papagiannis and Dim. Batayias.
Received Votes: Karakassis 771 votes, Soulios 600, Balis 380, the rest of the votes did not matter anyway. Nobody reached the 40% basis. That is why 4 days later - at the 1st of April, 1934 - elections were held again between the two senior candidates, in a much more intense atmosphere, since there were horsemen just outside the election centres to keep things in order. They received: Karakassis 1.021 and Kipreos 1042 votes. It was time for the Court of Appeals to take action. At last, Kipreos-Soulios was proclaimed a winner.  
The first Town Council

The first Town Council of our Municipality met for the first time at the 9th of April, 1934, at the house of the town councillor, Ar. Perimeni (Mathematics teacher), at Shooting Gallery (Skopeftiriou) Street, 55, soon after in a house at Anagenissi Square, till, finally, on June 19, 1934, at the rented Town Hall, at Hymettus Street, 2. The T.C. consisted of: Georgios Kipreos or Soulios, Mayor (who appears to have served since May 18th, in 1934), Dim. Petmezas, (President of the T.C.), Stavros Vavayiannis (Vice-president of the T.C.), Sarantis Voritsis (Secretary of the T.C.), M. Andoniadis, Andreas Argiropoulos, Vassilios Vlandis, Kiriakos Yeoryiadis, Patroklos Goumas (Doctor), Dimitrios Davlaris, Constantine Djanetis or "District Attorney", Savvas Eskindjis, Nestoras Zoedis, I. Kondoleondas, Vassilios Messados, Athanassios Bavas, Christos Tsolakis, Dim. Chadjifotiadis (Pharmacist). Also: A. Aggelidis, legal adviser, and Andonios Stathakis, special secretary. 
The most important matters that troubled the T.C. - some of which were soon to be resolved, others were resolved after a long delay, due to lack of money and others that were never resolved - were:

The seal of the Municipality should bear the sign of a ram. They used its head - similar to the one at the marble Byzantine tap, outside the monastery of Kessariani - as a symbol of fertility and power.
The formation of an internal-service organization of the Municipality and its staffing.
Search for residence, since they had moved to many different places, until finally settling at the house in Hymettus 2.
Water-supply problems of the population. Transfer of water was carried out with tuns, and therefore there should be faucets put in several corners of the streets, to serve the people.
Construction of kerbs, gullies (75 Drs for every angular, and 50 Drs for every non angular house, was estimated).
Sobering thoughts about the construction of the avenue, expansion of the bus rout up to "Kollia", to support the tourist traffic towards the antiquities of Kessariani.
Drenching the streets
Application of a fund of 40.000 Drs to repair the streets on the right side of the avenue. The garbage was disposed of by 6 carts.
At the gym of Near East there was a Municipal clinic. Taking in a doctor, Triandafilidis and his assistant And. Stathakis, to staff the clinic.
Foundation of a school fund, for the 4th Elementary School of Kessariani.
They discussed naming three streets after three eminent journalists of Smirni, N. Tsourouktsoylou, Sotir. Solomonidou, Miltiadis Seizanis (the Council postponed its decision).

Creation of a street market, municipal cemetery and approval of 70.000 Drs for its circumvallation. Then another expense of 125.403 Drs, to continue this work (11/5/35). 7/8/34, the budget of the Municipality was thus scheduled to reach the amount of 3.285.500 Drs (a high official's salary was 4000 Drs).
