Name Registration
Proper Authority:
The registrar of the place where the birth was listed or the place of residence of the parents.
Procedure:
The parents, who have parental care both appear at the registrar (or just one of them, but with the other person's authorization, certified on the authenticity of their signature) and orally declare the name of the child. Another person can declare the name with a special notary letter of procuration signed by both parents, which should necessarily note the child's name.
